Neutrogena Hand Cream- Yes, it is a hand creme but it is perfect for wind-burnt lips. It is highly concentrated. It is said that they conducted a study wherein they let fishermen use this product and had great results. i don't know why fishermen but i guess they wanna prove how effective the product is when it comes to super-dry conditions.
